He pressed for details on efforts to address Medicaid fraud, but Kentucky Auditor Allison Ball testified that Governor Andy Beshear&amp;rsquo;s administration has been uncooperative and difficult to obtain information from. 				<description>&lt;p&gt;WASHINGTON &amp;ndash; Congressman James Comer (R-Ky.) today reintroduced the Maintaining Access to Recreational Industry and Necessary Adjustments (MARINA) Act, legislation designed to provide greater transparency, predictability, and stability in fee structures for Kentucky&amp;rsquo;s marina owners. According to a Government Accountability Office (GAO) study, tourism-dependent communities in Kentucky&amp;rsquo;s 1st Congressional District have seen the U.S. Army Corps of Engineers (the Corps) levy inconsistent, unexpected, and exorbitant fees on small business owners, particularly local marina operators.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;I am proud to reintroduce the MARINA Act. Kentucky&amp;rsquo;s 1st Congressional District is home to the largest number of marinas in the state, and these businesses are vital to our local economies. A GAO study shows Kentucky marina operators are facing inconsistent and exorbitant fees imposed by the Army Corps of Engineers without sufficient transparency or justification. I&amp;rsquo;ve used my role as Chairman of the House Committee on Oversight and Government Reform to hold the Corps accountable. Now it&amp;rsquo;s time to pass a legislative solution to protect our marinas and ensure fees imposed on Kentucky&amp;rsquo;s small businesses are calculated fairly, consistently, and transparently,&amp;rdquo; &lt;b&gt;said Congressman Comer.&lt;/b&gt;&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Background:&lt;br /&gt; &amp;nbsp;&lt;br /&gt; &lt;/b&gt;The MARINA Act recognizes the role locally owned marinas have in fulfilling the Corps&amp;rsquo; congressionally mandated mission of enhancing recreational opportunities by creating a standardized framework for calculating administrative fees and capping the amount of sales on items with a low profit margin that can be used to determine a marina operator&amp;rsquo;s annual rent to the Corps. The legislation establishes that sales of food, beverages, fuel, boats, motors, and boat lifts must be capped at one percent for calculating rental payments and ensures marina owners maintain control over their payroll. This situation creates an unsafe environment that increases the likelihood of a catastrophic accident at the airport. Without it, he writes, the federal government remains vulnerable to repeated shutdowns and long-term economic instability.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;Acknowledging that Congress is unlikely to act on its own, Congressman Comer points to an Article V convention of the states as a viable constitutional path forward. &lt;p style="text-align: left;"&gt;&lt;span&gt;&lt;span&gt;Nearly every generation in American history has lived through a moment of intense political turmoil. A time when it seemed the nation had never been so divided. Many would argue we are living through such a moment right now.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;The partisan budget bickering in Washington, and the resulting failure to keep the federal government open, is exhibit one. Strangely, this dysfunction almost never occurs at the state level. The reason is simple: 49 of the 50 state constitutions include a balanced budget mandate that, among other things, requires the passage of a yearly or biyearly budget.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;The U.S. Constitution&amp;rsquo;s lack of such a provision leaves Washington perpetually vulnerable to shutdowns whenever Democrats and Republicans cannot agree on spending priorities. But the absence of a balanced budget requirement has produced a threat far more dangerous than just temporary shutdowns.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;The federal debt &amp;mdash; now roughly $38 trillion &amp;mdash; is seven times greater than annual federal revenue of about $5.5 trillion. This imbalance places the country on a path toward an economically catastrophic default on its interest payments if nothing changes.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;The first clear warning sign arrived last year, when &amp;mdash; for the first time in American history &amp;mdash; the United States spent more servicing its national debt than it did funding national defense. That sobering milestone is just one of many troubling financial indicators flashing red.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;This danger was foreseen long ago. In a 1798 letter to John Taylor, Thomas Jefferson advocated for what we now call a Balanced Budget Amendment (BBA), warning against the very debt spiral we face today. &amp;ldquo;I wish it were possible,&amp;rdquo; he wrote, &amp;ldquo;to obtain a single amendment &amp;hellip; taking from the federal government the power of borrowing.&amp;rdquo;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;Amending the U.S. Constitution is intentionally difficult. It requires a two-thirds vote in both chambers of Congress to propose an amendment, followed by ratification from three-quarters of the states. The last serious congressional effort to pass a Balanced Budget Amendment occurred in 1995, when it passed the House but failed in the Senate by a single vote.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;Given today&amp;rsquo;s polarization, Congress is unlikely to pass a BBA anytime soon. Fortunately, the Constitution provides another path. Under Article V, the states may bypass Congress entirely by calling a convention to propose amendments. This requires applications from two-thirds of state legislatures (34 states), with ratification still required from 38 states.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;So far, 27 states have applied for a convention to propose a Balanced Budget Amendment. Leaders of the BBA movement, including former Republican governors and U.S. senators, believe that reaching 33 states may be enough to pressure Congress into acting on its own.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;President Ronald Reagan supported this strategy, knowing that the threat of an Article V convention is what compelled Congress to propose the 17th Amendment. The same dynamic could work again.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;For that reason, I urge the Kentucky legislature to pass a Balanced Budget Amendment convention application in 2026.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;Adopting a Balanced Budget Amendment is the only reliable way to prevent future government shutdowns while forcing Congress to live within its means and begin paying down the national debt. In doing so, we would honor Thomas Jefferson&amp;rsquo;s enduring warning that we are &amp;ldquo;unauthorized to saddle posterity with our debts, and morally bound to pay them ourselves.&amp;rdquo;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;</description>

It has become an alternative crop to tobacco for Kentucky farmers.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;Since coming to Congress in 2016, I have worked to ensure the hemp industry receives strong support at the federal level.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;That work was especially critical during negotiations on the 2018 Farm Bill, which laid the foundation for the industry&amp;rsquo;s growth over the last few years.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;I made it a priority to be one of hemp&amp;rsquo;s strongest advocates during those negotiations.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;As a result, the 2018 Farm Bill unleashed the industry and supported jobs, small businesses, and entrepreneurs across the country.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;Now, we must act swiftly to pass legislation that protects jobs, eliminates bad actors, standardizes labeling, and requires third-party testing.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;These steps are essential to providing certainty for business owners and confidence for consumers.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;Today, American farmers are facing serious headwinds.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;The last thing they need is inaction from Washington that puts a growing, multi-billion-dollar industry at risk.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;That is why I am proud to stand here today in strong support of the hemp industry.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;I appreciate the leadership of my colleague from Indiana, Congressman Jim Baird, who has introduced the Hemp Planting Predictability Act.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;I am proud to be an original cosponsor of this legislation, which would give Congress an additional two years to enact comprehensive hemp policy that supports farmers, strengthens the industry, and protects consumers.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;This is not a partisan issue.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;I urge both Republicans and Democrats to come together and support this commonsense extension.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;I look forward to continuing to work with my colleagues in Congress and industry stakeholders to get this bill to the President&amp;rsquo;s desk as quickly as possible.&lt;/span&gt;&lt;br /&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span&gt;Thank you.&lt;/span&gt;&lt;/p&gt;</description>

This system will eliminate six outdated and potentially failing package wastewater treatment plants (WWTPs) that currently serve Coolbrook, Edgewood, Farmdale, Farmgate, and Meadowbrook. Wastewater from these areas will be collected and conveyed to a single large pump station, which will then transport the flow to the City of Frankfort&amp;rsquo;s municipal wastewater treatment system. The project will benefit approximately 834 customers and includes the installation of approximately 13,800 linear feet of gravity sewer, 38,000 linear feet of force main, four pump stations, and a two-million-gallon wet weather detention basin. It also includes the full decommissioning of six existing package WWTPs. These facilities are well beyond their intended lifespan and continue to present serious challenges in terms of maintenance, operations, and regulatory compliance. The lack of a centralized, dependable sewer system has also limited residential and economic growth in southern Franklin County. The completion of this project will resolve long-standing infrastructure deficiencies and serve as a vital foundation for future development throughout the region.&lt;/span&gt;</description>

Phase I emergency operations have placed a substantial financial strain on the City through the rental of treatment system units, labor-intensive maintenance, and increased regulatory oversight. Phase II is essential to restore and modernize Eddyville&amp;rsquo;s wastewater treatment capabilities through the planning, design, and construction of a new, permanent facility. The proposed project includes comprehensive improvements that will not only restore wastewater treatment operations but also ensure environmental compliance, protect public health, and support future growth in the City and surrounding region.&lt;/span&gt;</description>
